Car payment change and integration with impound services

To whom it may concern *cough dev team cough*,


This suggestion is more for an implementation once or before the economy is reworked to allow for a more stable progression for all players. The idea is to have a payment plan system when purchasing vehicles from a Car Dealer. In real life, a vast majority of people have to get a loan for the vehicle they want and make payments in order to keep them or they risk repossession for failure to make payments. This would also integrate the mechanics/impound services to find and repossess the car for an extra task.

Idea Examples:
- People have to have 1 payment for the vehicle up front or a percentage eg. 10 payments of 10% of the value of the vehicle over time.
- Once the person fails 2 payments in a row it is flagged to the car dealer and there number is given to give them a ring when they enter the city. Maybe even a phone app applied to people who work for these businesses to track payments of those in the city with information of the vehicle.
- If these calls were ignored or disregarded, after an additional failed payment/period of time, the vehicle is marked for repossession.
- Impound services would then receive notification if these people default on these loans and there car would be up for repossession.

-  Add a balance check, after a period of time of non payment have the vehicle spawn locked somewhere on the map as a mission for the impound services to pick up. This vehicle can be returned to the car dealer it was bought from and submitted at a blip for a profit.
- The Car Dealer then has the cost of vehicle to the business refunded minus the profit for the impound service completed. Maybe even a partial loss on cost given its now a used vehicle.
- Internal choice: Car dealer can blacklist people who have previously defaulted on a loan.
 

The whole idea is to create more RP for BOTH businesses that's intertwined without having each business absolutely rely on the other to operate. With multiple mechanic businesses I think this idea will be able to run without issue and would provide more RP then see car buy car at car dealers.

I love this idea and believe it could work wonders, at PDM we have already thought of doing this however it is hard to force people to pay the money. I would love to work out how to put this on a spreadsheet and believe that it would only provide a better experience for newer players.

p.s PDM give 1 free glendale to everyone.

+1 would create a lot of RP for car dealer's civilian and mechanics as car dealers would need to contact mechanic's to get them to repossess the vehicle and would allow car dealers to have the RP of talking to people about payments for the vehicle and civilians as if they don't pay their bill the RP of mechanic's trying to repossess their Vehicle for the car dealer

+1 really cool idea and would work wonders, but I don't think this would work for the Glendale or something of that price lol. Maybe someone should start up a car renting/loaning business.

I love this idea mate.

Might even have to pull out the 'ol Jim's Repo's business to go along with it ;)

Be interested to see how this could be implemented when the eventual cull comes for an economy rework.
