f) The Governor-in-Council, in accordance with the State Constitution Act 2018, hereby issues Letters Patent for appointment of His Honour Judge Simon Edward Richter PSM, QC as the Director of Public Prosecutions, effective from 01 April 2021.

g) The Governor-in-Council, in accordance with the State Constitution Act 2018, hereby enact the San Andreas Ranger Service (SARS), effective from 01 May 2021.

h) The Governor-in-Council, in accordance with the State Constitution Act 2018, hereby enact the San Andreas Correctional Services (SACS), effective from 01 June 2021.

i) The Governor-in-Council, in accordance with the State Constitution Act 2018, hereby disbands the Roads & Maritime Services (RMS), effective from 01 July 2021.

j) The Governor-in-Council, in accordance with the State Constitution Act 2018, accepts the resignation of His Honour Mr Terry Totz QC, as a Judge of the District Court of San Andreas, effective from 27 June 2021.

k) The Governor-in-Council, in accordance with the Honours and Awards Regulations 2020, hereby publishes the Order of Wear and post-nominal entitlements for Australian Honours and Awards with respect to the San Andreas recipients:

For dedicated and exceptional medical service worthy of particular recognition

Graduate Paramedic Bimbleworth joined the SAES in May 2021. Throughout the 2 months of his employment within the Emergency Services, he has been providing consistent and exceptional medical service in excess of all expectations, and above and beyond the requirement for the rank that he holds. Specifically, for his dedicated service to all individuals indiscriminately, regardless of their likelihood to survive their injuries at the time of arrival at any callouts. His dedication to the medical profession has earned himself high praises unanimously from the Executive Council.

The Governor is pleased to announce the following awards:

Mr James BOND AM ACM
For service to the private security industry, especially in the management of Phoenix Security and its predecessor for over 2 years

Mr Bond is one of the longest active serving officers in the security industry, he was originally employed by Gruppe6 on the 15th May 2019. Throughout his time, he has shown consistently of his ability to lead and understand the full extent of his job. He has taken charge and contributed to many departments in a positive manner, including Corrections Warden, events lead and contracting. His dedication to duties has left a positive influence to the San Andreas community and a role model that others aspire to be.

Mr Elijah HOLMES OAM
For service to the aviation industry, particularly to the development and provision of aviation training to Government services and to the general public

Mr Holmes has been one of the biggest advocates of aviation within San Andreas. Currently employed as the Chief Flying Instructor, he has successfully negotiated contracts with Government agencies for the provision of licenced pilot training to emergency services officers, thus standardising the qualification across the state to improve aviation safety in general. His efforts in the recruitment and sustainment of the aviation training services have enabled dozens of pilots to take up the program each week.

Leading Senior Constable Jai JACKSON BM
For an act of bravery in hazardous circumstances

On the 11th of April, the SAPF conducted a raid against 3 suspects armed with heavy weaponry, barricaded inside a private residence. During the exchange of gunfire, 8 TAC officers and 2 suspects were heavily wounded. With 1 TAC officer remaining and 1 suspect still alive, LSC Jackson made a daring move to switch to a taser in an attempt to take down the suspect in a non-lethal manner. Knowing the opponent was armed with a light machine gun at the time, LSC Jackson pressed forward nonetheless and was successful in apprehending the suspect. LSC Jackson was wounded in the process.

Mr James BOND AM ACM
For an act of bravery that is worthy of recognition

Mr Bond also has shown significant bravery in March 2021 when the prison was overrun by armed hostiles. These individuals subsequently started a riot killed multiple prisoners who refused to join them in the riot. The assailants had then taken several officers hostage. Mr Bond was able to negotiate with the assailants to release all of the hostages in exchange for himself as hostage, willing put his life at risk to save the many lives of his team and ensure their safety. Mr Bond then kept the assailants calm while SAPF were able to breach from the outside and eventually neutralise all hostiles involved.

Superintendent Crez DVAZ APM
For service rendered to the San Andreas Police Force as the Commander of the Tactical Assault Command

Superintendent Dvaz joined the SAPF in 2019. Throughout his career he has been serving with merit and has been involved with multiple high-risk operations. Since his promotion to the rank of Superintendent, he has been actively involved in the reorganisation of a balanced Tactical Assault Command, earning high praises from peers and other senior officers.

Detective Superintendent Ollie WHITTO APM
For service rendered to the San Andreas Police Force as the Commander of the Criminal Investigation Branch

Detective Superintendent Whitto joined the SAPF in 2019. Throughout his career he has been serving with merit, and has been involved in organised crime investigations extensively. Since his appointment as the Commander of CIB, he has worked closely with the AFP in the planning, organising and the execution of multiple high risk warrants against outlawed organisations.

Detective Inspector Tori WILSON APM
For service rendered to the San Andreas Police Force as the Deputy Commander of the Criminal Investigation Branch

Detective Inspector Wilson joined the SAPF in 2019. Throughout her career she has been heavily involved with the CIB, having led multiple successful cases and participated in many more against organised crime. Since her promotion as Inspector, she has worked alongside the Commander in restructuring the department, and assisted in the personal development of detectives within CIB.

Detective Senior Constable Isaiah HUXLEY APM
For exceptional service in a covert police operation

Detective Senior Constable Huxley rejoined the SAPF recently having returned from a 2 month deep-cover assignment. During his undercover operation, he successfully infiltrated the Gypsy Legion Motorcycle Club. During his time in the outlawed MC, Det. SC Huxley collected significant amount of evidence, including storage locations of its prohibited weapons and narcotics. His work enabled the Police Force to successfully executed a number of raids against the organisation, which his intelligence gathered was the main basis for the warrant, resulting in an approximate value of 40 million dollars worth of seized goods.

Constable Laila BROOKS APM
For service rendered to the San Andreas Police Force as the Deputy Commander of the General Duties Dog Squad

Constable Brooks have joined the San Andreas Police Force in 2019. Throughout her career she has been a strong advocate to employ canine capabilities for use within the Police Force. The initial trial began with the now well known Police Dog "Amelia", resulting in a cross-organisation collaboration with the AFP, fully implementing canine operational capability within General Duties as a specialty.

Inspector Greg WATSON AFSM
For service rendered to the San Andreas Emergency Services, particularly for the support and administration to the Fire and Rescue department

Inspector Watson began his career as a paramedic, specifically within the Intensive Care Paramedic department. Since his promotion to the SAES High Command, he was posted on loan to the then short-staffed Fire and Rescue department, where he actively supported the delivery of F&R training and the administration of the department, earning high praises from peers and other senior officers.

Mrs Bella BOND ACM
For service to corrections, particularly in outstanding organisational management capabilities within the Phoenix Corrections department

Ever since Mrs Bond joined Phoenix Corrections, she has shown a passion for it that not many people have, throughout her time within the department, she has been responsible for over 300 prisoner transports. In her role as the Deputy Warden, she has carried out a number of organisational restructures to suit the needs of the State Government and recently, she is also partly responsible for the final transition of the department to the newly established San Andreas Correctional Services.
